Making paintings out of mirrors has been a type of art technique that has existed for quite some time now as it can make a wall look extremely sophisticated. Now the cutouts or decorations he would pick would actually depend on the design he has in his mind. If he would want to do an abstract design, he may just put any random cutout there.

Now in order to make this mix, one just has to put equal parts of water and equal parts of glue into a container and stir it.

In order to do this, one can actually put some painters tape on it so that the mixture will not hit the glass or the frame. Now to do this, he just has to dip his sponge in the mix and squeeze out the excess liquids so that not too much of the mix is applied. The next thing to do is to put some of it on the frame and take the cutouts out.
Once this has already been done, then the last step would be to place the cutouts. One thing to remember would be to put all of them one by one. He has to first put one layer of the cutout, wait for it to dry, then put the second layer.
