It can be expensive to set up a whole office phone system to include all staff. Phone lines are often one of the most expensive overheads in a company, and this expense can go up over time. Almost all staff will have a need for access to a phone, and those who require inbound call facilities add to the cost of the monthly phone bill. With conventional landlines, anyone wanting their own reserved line would need to have it installed separately to existing systems. This could end up running costs into the thousands of dollars.
